Seems a bit whispy for semi-formal. Maybe for a more casual situation... Good for a date, potentially, though, depending on the venue.

To make this a \"semi-formal\", I would change the shoes to a black w/rhinestone strappy sandal, several rhinestone mixed bangles, dangling rhinestone earrings . . . no necklace. The accessories would move this from \"date\" outfit to semi-formal.
