I think you can wear the skirt as a dress but how about something different as a top - the black and white is too dalmation or cow print to me. The proportion of the top is correct though.

This is really cute. My only suggestion would be to either trade the shirt for a bold belt, or go without either one and carry a bright colored purse with matching shoes.
