Shirt is completely see-through. The skirt fits really cute. I would wear dressy-casual wedges. I have a very similar skirt. I wear a fitted short-sleeve white ruffled button-down with open-toe red wedge heels (the wedge part is cork). I used to wear it with a fitted t-shirt and more casual slides, but I really like the feminine look of the ruffle shirt and the red shoes.
